RTC_OFFSET?

Can anyone tell me what RTC_OFFSET is? I thought it would add some kind of
offset to the value read from the hardware clock upon bootup, but yesterday I
tried changing it from 1 to -1 since the clock seemed to be 2 hours in the
wrong direction (I have CET and use that as /etc/localtime), but nothing
happened. The new kernel behaved exactly the same. Also, I took a look in all
makefiles I could find and saw no -DRTC_OFFSET anywhere in the makefiles. What
is wrong?
