1.) Download "ftp://colwyn.owl.de/pub/unix/NetBSD/experimental/ctype.tar.gz".
2.) Extract it as root in "/".
3.) Use "setenv LC_CTYPE iso_8859_1".

Of course you need at least NetBSD 1.3 to make this work.
