Uh, help! You're talking about NetBSD-1.2.1 or earlier?

NetBSD-1.3 and later wants "sd0b" at that point, and doesn't use
swap until enabled from /etc/rc much later at boot time; there is no
special preservation of swap space for miniroot boots.
