 No. Not for NetBSD 1.3.

 Why? You can install the gcc yourself. And then re-compile libc as well,
and then better re-compile the other shared libraries as well...

 It doesnt make sense to compile every gcc available and distribute it.
The better way is to distribute one stable and proved-to-run version together
with the official release version of NetBSD.

 What you can do is to provide not a new version of "comp.tgz", but to
create a package.
