Perhaps this line from INSTALL:

        comp    The NetBSD/XXX Compiler tools.  All of the tools
                relating to C, C++, and FORTRAN (yes, there are two!).

It's not clear what tools this alludes to[1] (and could easily
be misunderstood to mean that NetBSD ships a Fortran compiler).


[1]: A quick check of appropos reveals:

  fpr (1) - print Fortran file
  fsplit (1) - split a multi-routine Fortran file into individual files
