If you are updating from 1.2 this order should do it:
1.) make include in "usr/src"
2.) compile kernel and reboot
3.) compile and install libs
4.) compile and install bin
5.) compile and install sbin
6.) compile and install gnu
7.) compile and install share, libexec, usr.bin, usr.sbin, games
BTW under what system are you compiling? 1.1, 1.2?
