writing to /dev/mem

[philk%dhn.csiro.au@localhost (Phil Kernick)]

I am trying to write to /dev/mem, either directly or throught the kvm
library, but all I get is "Operation not permitted".  I am doing it as
root, so it isn't a file permission problem.

Is there a kernel option that I need to set to allow this?
