This seems to be a bug in re(4): I just tried disabling tcp4csum udp4csum
and ip4csum on the tftp server, and the Input/output error goes away: the
netbsd-INSTALL.gz kernel boots.

If I subsequently just ifconfig re0 udp4csum, it fails again, i.e., this is
reproducible.
