I have something similar with an Athlon X2 board unter i386.
uhubX@ehci always reports:

# uhub1: port 7, set config at addr 2 failed
# uhub1: device problem, disabling port 7

My only workaround is to disable ehci, afterwards at least ohci works.
See PR 34161. (The kernel mentioned in the PR was 3.99.24, a few days
later, this got 4.X, so this relates now to 4.0_BETA and 4.99.)
