Does the Alpha port require processors with the BW extension?

I attempted to bring up NetBSD 10.1 on an Alphaserver 1000 5/300, but it failed immediately after kernel start. The 5/300 has a 21164 (no A), meaning it does not have BWX. I know that Linux recently removed support for processors without BWX, has NetBSD done the same?
