This doesn't look like a SMP problem. It fails during PCI attachment.
The IO system of Sable (i.e. AS2k / AS2k1) is quite a bit different from
all other Alpha machines. E.g. there are some Sable related #ifdefs in
the Alpha bus_space(9) / bus_dma(9) code... You may have a look at:

I sugest to start debugging in the alpha bus_space(9) / bus_dma(9) code.
