You're right about it.  DEC3000 SRM checks to see the existence of
LK/VS by sending inquiry.  If no good reply is received, it complains
and starts SRM serial console session.   If you manually instruct to
boot via serial console, then NetBSD kernel will go and your KBD
gets available some later.
