Ups. I thought virtual consoles would work only on i386 and VAX. 
I have no Alpha with VGA (only TGA and TC) and I never cared
about virtual consoles. I run the machines headless via serial 
console or if it has a head it runs X. I find xterm more usable 
then virtual consoles. ;-)
