Check for the presence of /etc/nsswitch.conf..... The "hosts" entry should include 

"files   dns" to use /etc/hosts, then fall back to DNS.  This exists on 
my NoName running NetBSD 1.5.2, as well as Solaris, HP-UX (and probably 
others), so I suspect it should be there in 1.6+ as well.
