From src/sys/arch/alpha/conf/GENERIC netbsd-1-6 tag:

So the answer is no. No TC framebufer out of the box.

Why? Is it still that unstable? I had no probles with it, even X11 
worked when I used my DEC 3k600 with head about a year ago.
