The "not configured" means that there is no kernel driver for the device.
The only SCSI scanner drivers in the kernel are for (old) Mustek and HP
scanners.  The support is based on the old PiNT code and is probably
obsolete.

If you want to use SANE, you will need to add the "unknown SCSI" devices
(uk*) to your kernel config.  The scanner will then show up as uk0
(/dev/uk0).  SANE can then send commands to the scanner via this driver.
However, I don't see a mention of Tektronix scanners on the SANE web pages,
so you might be out of luck anyway.
