Basically, yes, with the following caveat (which I'm sure you're aware
of, but which seems suitable to mention in this context):

The customary (and required) procedure when doing this sort of non-
tool-assisted binary upgrades is to unpack your kernel first (saving
the old one under another name, e.g. netbsd.old), reboot, and only
*then* unpack the new user-land bits.  Failing to reboot will lead to
untold lossage and you'll probably end up having to reinstall your
system from scratch.  You'll then probably want to upgrade our source
base, but that's strictly optional.
