I set LOCALBASE. /usr/local/lib has no libs right now at all, just
auxiliary stuff for perl, BitchX and the TinyFugue MUD client:
root@volcano$ ls /usr/local/lib
bx     perl5  tf-lib

I unset LOCALBASE and gmake built fine. I guess my concern is that I
decided to try doing it the "NetBSD way" (aka using packages collection)
rather than being the complete compile from source bigot like I usually
am. I normally dont allocate a lot of space to /usr because I dont expect
it to grow (because I install from source to /usr/local, which I allocate
a decent chunk of space to).

It seemed like setting LOCALBASE was the way to still get my stuff
installed but have it in /usr/local, in fact perl5 from the packages
collection installed fine this way.

autoconf for wget was detecting cc as a cross-compiler as well from
packages. If I can hammer out why this is happening w/ LOCLABASE set, it
would be cool for my setup.
