I am seeing the same on i386 (pentium III 700 MHz).

cpu0: family 6 model 8 step 1
cpu0: Intel Pentium Pro, II or III (686-class)
real mem  = 133824512

With this dnetc client and 1.4.2:
dnetc v2.8002-446-CPR-99112201 client for NetBSD (NetBSD 1.4.2).

First, for a long while,  this speed, taken at a time the system is
fairly idle otherwise:

Then, 24 hours later, this slower speed:

This seems to be on a downward trend, and just now I got an extreme low.
Most other speeds in between are around 0.9 - 1.0 Mkeys/s, which is
about half of the initial speed.
