The only thing the AXPpci33 needs the 3.3v header for is supplying 3.3v to
the PCI connectors to allow you to run 3.3v PCI cards.

Thats it.

I'm running mine just fine with a normal AT power supply.

If you're really anal about such things constructing an ATX - AT+3.3v
pigtail is trivial.
