NetBSD/alpha uses ELF, and doesn't use ldconfig... check out the NetBSD
ELF FAQ at http://www.netbsd.org/Documentation/elf.html

The manpage is there because NetBSD installs manpages for all ports (so
the manpages can be shared on a file server, for example), and some
ports still use a.out and ldconfig.
