As a data point, I'm running 4.61 on a PC164 (500MHz), and it takes ~1
sec to start a new window.

I saw mention of cvs.conf - my /emul/osf1/etc/svc.conf is the one from
/usr/share/examples/emul/ultrix/etc/svc.conf
