DEC's Systems and Options Catalog for the DEC3000-300 says:

MS16-BA 16-Mbyte module sets (2x8-Mbyte, 4-Mbit, 70-ns DRAM module)
MS16-DA 64-Mbyte module sets (2x32-Mbyte, 4-Mbit, 70-ns DRAM module)

I'm running my 3000-300XL with eight 8-Mbyte modules. I didn't know the
machine also supports 16-Mbyte modules, at least unofficially, so I stand
corrected.
