This might be a good time to call for volunteers, but to answer your
question, it doesn't look like there are going to be any more 1.3.x releases.
Your options are to upgrade to NetBSD-current using the October 1998 snapshot
or to wait for the upcoming 1.4 release, or perhaps an alpha or beta
version of that.

We do need volunteers for various projects, such as this example of patching
up various (relatively small) problems in gdb. I've worked on gdb in the
past, and though it's a big swamp and it deals with some difficult problems
like alpha stack backtrace, it usually requires just a line or two of code
here and there to fix a bug and get a huge payoff.
