On both ev4 and ev5* the wrfen palcode op writes both the internal processor
register bit and the pcb field immediately.

On swpctx both palcodes just load the bit. Neither one saves the bit into
the old pcb...which certainly confirms the it's-really-synchronous 
interpretation.
