I did indeed upload the wrong file for the boot floppy. You will
now find a working boot floppy (I've tested it on my AXPpci33) on
ftp.netbsd.org in

/ftp/pub/NetBSD/NetBSD-1.3_BETA/alpha/installation/floppy/install13_BETA.fs.gz
