It depends... on my Alpha XL-300, reboot works fine.  I did upgrade
its firmware and I've installed the latest MILO, but I don't know
if those helped (I did those two things before I really started
to use it).  I'm not quite sure if I misunderstood your meaning,
but I can boot e.g. kernels 2.0.32 and 2.1.65 with the same MILO, no
problems (actually I have those two as my boot options).

And as it's my main machine, I like to have disks and a real monitor
attached, but I can understand that e.g. netboot would be useful in
some situations.
