It's not broken. (Well, it is, but it's different breakage than
you think it is. :-))
Chris distributed systems with /usr/bin/strip a symlink to
/usr/local/bin/strip. My last toolchain didn't have this. That's
why install can't find strip. I have vowed to mend the error of my
ways and restore the symlink in my next toolchain snapshot, coming
soon to an ftp server near you.
I really don't think this issue is worth spending any more time on.
