The fix for this involves completely rewriting NetBSD/alpha's pmap
module.  While that's a nice long-term goal (and i've barely started
work on it), it _will_ take a long time to happen.

If you've suggestions for interim solutions (e.g. forcibly limiting
maxusers to a lower value), i'd be glad to consider them.
