tex-eurosym and tex-fancybox

Hello,

Please review tex-eurosym and tex-fancybox (and their associated
documentation: tex-eurosym-doc and tex-fancybox-doc)

- tex-eurosym provides the texlive 2009 package and fonts for the Euro
currency symbol.
- tex-fancybox provides the texlive 2009 package to create powerful boxes

Older versions (I guess) of them exists in teTeX-texmf, this is why I made
the 4 new packages conflict with it until teTeX-texmf is updated to use
them as dependencies.
