I think it would be nice to have some kind of policy given the
growing amount of old and outdated packages in wip. Do we want wip to
mean "work in progress" or "growing pool of bitrot that may have been
permanently stalled for years"?

If the answer is "work in progress", then the goal of all packages in
wip should be continous development, improvement and eventual import
into pkgsrc.

Packages that fail to meet that basic requirement for a period of
two years should be considered for removal, IMO. CVS still allows for
restoration if a new maintainer steps up.

Packages used for testing new releases and cvs/svn-packages would be
excluded of course.
