linux.cf has checks for "LinuxDebian" and sets XAppLoadDir like that.

By setting NothingOutsideProjectRoot this should be fixed. (Interesting to 
note only "Debian" uses that NothingOutsideProjectRoot.)

Maybe your linux.cf is at
/etc/X11/config/cf/linux.cf or /usr/lib/X11/config/linux.cf

Maybe find a /etc/X11/config/cf/site.def or other file like it an 
uncomment NothingOutsideProjectRoot so it is defined as YES.

We should always set NothingOutsideProjectRoot for pkgsrc.

Please try defining NothingOutsideProjectRoot to YES in 
pkgsrc/pkgtools/xpkgwedge/files/xpkgwedge.def in the BeforeVendorCF 
section. And then clean and reinstall xpkgwedge. And clean wip/xxkb and 
try again.
