According to ./doc/xorg-docs/MAINTAINERS, it is considered obsolete.

I think XF86Rush extension is not an X standard.

I think it is only for some Voodoo Rush cards.

The library has not been converted to autoconf and has no license 
included.

As far as I can tell, it was only used by xf86-video-apm.
