It is not extremely important. It is an example build script which is
installed as share/doc/meanwhile-doc-1.0.2/samples/build.

Actually, the build script is not really runnable without /bin/sh ->
bash..

Leaving PKG_CONFIG unchanged might be a nice monument from the pkgsrc
build system. It will however upset the PKG_DEVELOPER checks (?) about
stray build paths left in the installed files.

Another solution is of course to teach the meanwhile build system about
two different PKG_CONFIGs, one during the build and one after
installation.
