new wip/TODO for available package updates

Hi!

I've added a wip/TODO file to have a centralized list of wip packages
for which a newer version is out. pkglint already supports it (thanks,
rillig!) so you will now get a pkglint WARN when an update is
available.

Feel free to add entries to the file, and please remove entries when
you've updated a package. Thanks!
