Unable to ci wip/Makefile

'allo,

    I'm new to pksrc-wip and pkgsrc development in general.  I've just
added a new
package (wip/vtwm) to pkgsrc-wip, and in following the instructions
from the pkgsrc-wip
page at sf.net, I'm trying to do an update to wip/Makefile and then a check-in.

I get the following message:
prompt# cd /usr/pkgsrc/wip
prompt# CVS_RSH=ssh cvs ci Makefile
cvs commit: Up-to-date check failed for 'Makefile'
cvs [commit aborted]: correct above errors first!
cvs commit: saving log messages in /tmp/cvs29082b


Any thoughts/suggestions ?
