(1) Bump version 4.0.3 to 4.0.6
(2) cleaning pkglint flags
    - Convert $( ) -> ${ }
    - Remove python from USE_TOOLS.
(3) Add patches/patch-source4_scripting_wsript_build 
    (following three lines are in patch itself).
    Avoid getting strange ending # character on interpreter
    name like: 
    #!/usr/pkg/bin/python2.7#
