Update p5-B-Deobfuscate to 0.20.

  - Fixed t/canon.t to be 5.6.x compatible.
  - Quieter B imports.

  - Use IPC::Run for tests to hopefully be more cross-platform compatible.

  - fiddling w/ pause.cpan.org
