Import into wip/p5-Hash-MultiValue

Import Hash-MultiValue-0.08 as wip/p5-Hash-MultiValue.

Hash::MultiValue is an object (and a plain hash reference) that may contain
multiple values per key, inspired by MultiDict of WebOb.
