Import into wip/py-ipaddr

Log Message:
Import py25-ipaddr-2.0.0 as wip/py-ipaddr.

The ipaddr library is used to create/poke/manipulate IPv4 and IPv6
addresses and prefixes. It was developed by Google for internal
use, and is now open source.

Being included in Python 3 standard library, it still very useful
for Python 2.x.
