Import into wip/gst-plugins0.10-farsight

Import gst-plugins0.10-farsight-0.12.11 as wip/gst-plugins0.10-farsight.

This is the Farsight plugin for GStreamer.

Farsight uses GStreamer for all its media streaming needs. A large part of
the project is to provide the required elements and improvements to GStreamer
in order to deal with streaming protocols such as RTP.
