Modify the font-backend option for the current version of Emacs.

- Using Xft is the default behavior.  Add font-backend to
  PKG_SUGGESTED_OPTIONS.
- configure does not accept --{dis,en}able-font-backend.  Use
  --without-{xft,otf,m17n-ftl} instead.
