Import into wip/openbgpd

Log Message:
This is a modified import of the FreeBSD port of OpenBGPD.

This version includes patches by Geoff Huston to add 4-byte (32 bit) AS numbers
to BGP. -The 4-byte ASN require protocol modifications to be tunnelled through
2-byte BGP paths.

the FreeBSD port descr is appended below.

OpenBGPD is a FREE implementation of the Border Gateway Protocol, Version 4.
It allows ordinary machines to be used as routers exchanging routes with
other systems speaking the BGP protocol.
