Import into wip/wide-dhcpv6

Log Message:
WIDE-DHCPv6 is a project to release/develop/maintain
an up-to-date IPv6 DHCPv6 implementaion for BSD and
Linux. The implementation is originally developed
in KAME project, but now it is separately maintained.
