Import into wip/ncbi-c++-lib

Log Message:
NCBI C++ Toolkit contains more biological classes then any other toolkit. It 
contains an extensive set of functions to create, store and compute biological 
information. It provides easy integration with individual projects along with 
exisitng NCBI code. This package contains libraries and header files needed by 
applications that were build using NCBI C++ toolkit.
