Import into wip/scx

Log Message:
scx - a GUI library for scsh and Scheme 48

Scx is a graphical user interface library for scsh and Scheme 48.
Scx already provides a direct binding to Xlib. The next step will be
a binding to Xt, after this we will turn to a popular widget set.
