Import into wip/ipfm

Log Message:
IP Flow Meter is a bandwidth analysis tool, that measures how much
bandwidth specified hosts use on their Internet link.

It is written using libpcap, so it ought to be portable.

Package requested by Roberto Pereyra on netbsd-users a while ago.
Importing into wip because I haven't had any feedback about the package
from the requester.
