rust199: fix build for powerpc by adding -mno-pltseq.

rust199: fix build for powerpc by adding -mno-pltseq.

This is required due to the new gcc which comes along with NetBSD 10.0,
which is now the target for this rust build due to the requirement for
a newer gcc to build the embedded LLVM.
