tflint: Add a big XXX comment regarding busl-1.1-license

tflint: Add a big XXX comment regarding busl-1.1-license

tflint incorporates part of terraform and future versions will be under
busl-1.1-license. We should cut out a last-mpl-2.0 version when this
will happen so folks can choose between the two.
