py-weewx: Fix distfile link, kludge for py27 pillow

py-weewx: Fix distfile link, kludge for py27 pillow

Upstream renamed the distfile directory; adapt.

This is 27-only for now, so just point to Pillow6.
(It remains to make it work with 3.)
